According to the President of the EU Council, Charles Michel, the EU leaders met on Monday and decided to prohibit the importation of oil from Russia into the 27-member union.

EU leaders agreed on Monday to prohibit the export of Russian oil to the 27-member bloc, according to EU Council President Charles Michel.
"This immediately covers more than two-thirds of Russia's oil imports, removing a massive source of funding for its war machine," tweeted Michel (NYSE:TWTR).
He noted that the leaders also decided to remove the largest Russian bank, Sberbank, from the SWIFT system and to blacklist three further state-owned Russian media.
